MULYAGONJA DROPPED AS IGG: Is Abdu Katuntu Next?

We are yet to establish “un solicited”  reports that Forum for Democratic Change (FDC) Abdul Katuntu is set to become the new Anti Corruption chief.

The pounders making rounds follows President Yoweri Museveni’s latest move to drop and name Inspector General of Government (IGG) Justice Irene Mulyagonja as one of the new Justices of the Court of Appeal.

Mulyagonja who replaced Justice Faith Mwondha has served as Inspector General of Government since 2012.

Others named as new Court of Appeal Judegs, include Justice Mugenyi Monica Kalegir, and Justice Kibeedi Muzamiru Mutangula.

President Museveni also named 12 new High Court Judges: these include Jane Okuo formerly from DPPs office, Busingye Immaculate, Mugabo Vincent Emmy, Muwata Isaac, Byaruhanga Jesse Rugyema, Serunkuma Isah, Rwakakoko Jeanne, Abinyo Suzan,Nambayo Esther, Katamba Victoria Nakintu, Wamala Boniface and Odoki Philip.

The dropping of Justice Irene Mulyagonja as the Omdusmnan doesn’t come as a surprise following a chain of controversies over time. Earlier this year, President Museveni issued a directive warning her against attacking the Bank of Uganda Governor Prof. Tumusiime Mutebile in the media.

Mulyagonja had vowed to investigate the procedures used to appoint new Bank of Uganda officials. She had even promised to arrest Mutebile over the matter.

Mulyagonja also came under attack from the Speaker of Parliament, Rt. Hon Rebecca Kadaga, after she ordered the Internal Security Organisation (ISO) to investigate members of the COSASE for allegations of bribery. Kadaga told Parliament that it was unfair for the IGG to investigate a parliamentary Committee that has exposed the rot in Bank of Uganda.

Mulyagonja, had in a letter dated February 19, 2019, director ISO Director General Col. Kaka Bagyenda to investigate COSASE after her office received a complaint that MPS in the committee had pocketed colossal sums of money as a bribe from the Central Bank and defunct Crane Bank proprietor Dr. Sudhir Ruparelia.

Kadaga described Mulyagonja’s letter as an attack on the independence of the institution of Parliament that has a constitutional mandate to oversee public offices.
